UNOCT Global Fusion Cells Programme specialized counter-terrorism training courses
un.org -The United Nations Office of Counter-Terrorism (UNOCT) Global Fusion Cells Programme aims to support Member States in the development of a national interagency coordination mechanisms or fusion cells/centres, which can pool and analyse information, enable informed decision making, help prevent attacks from occurring, ensure appropriate preparedness, and promote intelligence-led activity. The programme provides technical support and capacity-building, including an extensive set of foundational skills training courses and knowledge products for security officials, followed by three months of expert mentoring. These training courses were developed following internationally recommended standards for fusion centre and counter-terrorism staff in selected Member States in Africa.
Ethical Decision-Making Course
The “Ethical Decision-Making” course details standardized decision-making and problem-solving models employed by counter-terrorism and law enforcement officers worldwide, and originates from an analysis of international good practice. It aims to help investigators, fusion cell managers and staff improve their decision-making and problem-solving skills, in both emergency and day-to-day situations, which remains a key skill at different management levels in fusion cells. This course addresses the decision-making process and the factors which can affect it.
Briefing and Debriefing Course
The “Briefing and Debriefing” course covers modules on how to write, prepare and deliver briefings and on how to debrief interlocutors using standardized models. It also coveys the benefits of debriefing, appropriate structures to follow, and important topics to discuss when debriefing.
Threat Assessment Course
The “Threat Assessment” course aims to develop participants’ knowledge and understanding of threat assessments and encourages them to apply a risk-management approach to their fusion centre. The course guides participants through each step of drafting and producing a threat assessment, from devising an information collection plan, managing information, and conducting environmental scanning and SWOT (strengths, weaknesses, opportunities, and threats) analysis to better structure, write and disseminate the report.
Effective Intelligence Writing
The “Effective Intelligence Writing” course aims to equip fusion centre analysts, investigators, and managers with the skills and expertise to write intelligence reports effectively so that they can be easily read by policymakers, decision-makers, and leaders. Clear, concise, and accurate intelligence reporting and recommendations affect operations and national security policies, such as improving existing national security measures and countermeasures in response to changing security threats. The course also introduces different styles of report writing and basic principles that make an intelligence report more effective, such as tailoring it to meet the needs of the customer.

Lomé, Togo: 8-20 December 2022
The UNOCT Global Fusion Cells Programme delivered four rounds of in-person specialized counter-terrorism training courses to 28 Togolese participants from in Lomé, from Thursday, 08 to 20 December 2022. These training courses include “Ethical Decision-Making,” “Effective Intelligence Writing”, “Threat Assessment”, and “Briefing and Debriefing”.
Kinshasa, Democratic Republic of Congo: 7-18 November 2022
The UNOCT Global Fusion Cells Programme delivered six rounds of in-person specialized counter-terrorism training courses to 31 Congolese participants in Kinshasa, from 07 November to 18 November 2022. These training courses include “Ethical Decision-Making”, “Briefing and Debriefing”, and “Threat Assessment”.
